The executive manager of Stimulus to Innovation and Evaluation of the Sector Quality, of ANS, Doctor Ana Paula Cavalcante, announced during a meeting held this Thursday, August 3rd , new criteria for Quality Factor application. Complying with an old claim of the National Confederation of Health and of the service providers in general, Factor 85%, which meant the illegal imposition of a deflator in the yearly adjustment of the services provided, will be excluded. According to Doctor Ana Paula, this alteration will be made by means of a Normative Instruction, that soon will be published by ANS.
This model of service remuneration is used to readjust contracts between operators and providers, with an initial prevision of free negotiation between the parties. When there isn’t an agreement between the parties ( the operator of health plans and the service provider ) in the first 90 days of the year, it is used as a base the Broad National Consumer Price Index ( IPCA ), to which the Quality Factor will be applied, that soon, with the announcement being made, will begin to have two levels: ( A ) 105%, ( B ) 100%, already existing, with the exclusion of ( C ) 85%.
According to Doctor João de Lucena Gonçalves, who participated in the meeting representing CNS, this change meets in special a request of the National Confederation of Health, “ which always postulated its exclusion, since an aliquot that reduces the yearly adjustment of the health establishments can’t be an element of stimulus to quality “.
“ The exclusion of the deflator represents a great victory for hospitals, clinics and laboratories that provide the services of Supplementary Health and that don’t have conditions to make investments in quality programs, this way these establishments won’t be damaged any more, because they already provide services with tables below the expectation “ , points out the president of CNS, Tércio Kasten.
